The resolution, passed with a 142-35 vote, calls for all member states to participate in the rollout of a universal digital identification system aimed at streamlining international travel, enhancing security, and combating fraud.
The new IDs will be biometric-based, stored on secure blockchain platforms, and accessible via smartphone apps or dedicated digital wallets. The system is designed to integrate health records, travel history, and visa information into a single, globally recognized credential.
UN Secretary-General Amina Hassan hailed the move as “a giant leap forward for global unity and security.” In a press conference, she stated:

“Borders should connect people, not divide them. This initiative will simplify travel, reduce crime, and foster cooperation.”
Major airlines and border agencies worldwide have expressed support, noting that the new IDs could dramatically reduce wait times and paperwork.
However, privacy advocates and civil liberties groups have raised alarm bells, warning about potential misuse of personal data, mass surveillance, and loss of sovereignty. Campaigners in several countries have already started petitions and protests against the plan.
China, the EU, and the United States are among the first to pilot the system, with several airports beginning trials next year.

Some smaller nations, including Iceland and Bhutan, have opted out for now, citing concerns over digital infrastructure and national identity.
The UN plans to hold further consultations before releasing technical standards and regulations later this year.
The transition period will allow citizens to hold both traditional passports and the new digital IDs, but by 2030, physical passports will be officially phased out worldwide.
