He was just 18 and still in high school. Now he’ll spend the next 16 years behind bars. On Friday, 20 year old Richard Barrington was sentenced to prison for a 2023 crash that killed Hartford Police Officer Robert “Bobby” Garten and seriously injured his partner, Officer Brian Kearney. The courtroom was filled with emotion as Barrington apologized, facing the grieving families of the officers for the first time.
The deadly crash happened on September 6, 2023, after Barrington fled a routine traffic stop. Authorities say he sped through two red lights before slamming into the passenger side of a police cruiser that was racing to an unrelated emergency call. Officer Garten, 34, was killed. His partner, Kearney who was behind the wheel was left with serious injuries.

Garten had been on the force for eight years and followed in the footsteps of his father, a retired Hartford detective. His death shook the department and the city.
Barrington, who was a high school junior at the time of the crash, told the court he was sorry but for many in the room, the damage had already been done.
A young man’s reckless choice took the life of a dedicated officer, and now both families face a lifetime of consequences.
