In a move shaking the foundations of New York City politics, former interim NYPD commissioner Tom Donlon has filed a bombshell lawsuit accusing the entire NYPD of operating like a criminal organization and he’s naming names.
Donlon’s lawsuit targets the NYPD, Mayor Eric Adams, and several current and former top police officials, alleging they ran what he calls a “coordinated criminal conspiracy” at the heart of city government. According to the suit, the alleged scheme involved wire fraud, mail fraud, obstruction of justice, and retaliation against whistleblowers including himself.
“This enterprise the NYPD was criminal at its core,” the complaint states, likening the department’s internal operations to organized crime racketeering. Donlon also claims the promotion system was rigged, investigations were stonewalled, and those who spoke out were punished.
The accusations come as Mayor Adams faces a tough uphill battle for reelection, now running as an independent. Public safety has been a central focus of his campaign, making the timing of this lawsuit especially explosive.
In a statement, Donlon didn’t mince words:
“This lawsuit is not a personal grievance; it is a statement against a corrupt system that betrays the public, silences truth, and punishes integrity.”

City Hall is firing back, calling Donlon a disgruntled former employee who “proved himself to be ineffective” when given the chance to lead the NYPD. A spokesperson for the mayor dismissed the suit as a publicity stunt aimed at scoring a payout from taxpayers.
Still, Donlon’s allegations are already fueling public scrutiny, and his framing of the NYPD as a criminal enterprise is one of the most severe attacks ever launched against the department from within its own ranks.
If his claims prove true or even partially accurate they could upend the city’s law enforcement credibility for years to come.
