Russia Lays Out Tough Conditions for Peace in High-Stakes Istanbul Talks

 

Hope for a diplomatic breakthrough in the Russia Ukraine war was dimmed on Tuesday after peace talks in Istanbul revealed how far apart both sides remain. The long-awaited negotiations, brokered by Turkish President Recep Tayyip Erdoğan, marked the first formal face-to-face meeting between Russian and Ukrainian delegations in over nine months.


The talks, held at a secure facility under tight surveillance, were described by observers as “tense but necessary.” However, Russian demands stunned many in the international community for their severity and scope.


Russia’s Demands:


During the closed-door meeting, Russian negotiators delivered a proposal with the following key conditions:

Ukraine must officially cede Crimea, Donetsk, Luhansk, Zaporizhzhia, and Kherson to Russia.

Ukraine must declare permanent neutrality, formally abandoning its NATO ambitions.

Ukraine must agree to military restrictions, including limitations on the deployment of foreign weapons or alliances.

Russia would retain security oversight in designated “buffer zones” for at least 10 years.

A senior Ukrainian official described the proposal as “a blueprint for surrender, not peace.”


Small Progress, No Ceasefire


While no agreement was reached on a ceasefire or territorial matters, both sides did agree to:

Exchange 320 prisoners of war.

Coordinate the repatriation of 12,000 soldiers’ remains.

Open humanitarian corridors in conflict-ridden zones.


Ukrainian President Volodymyr Zelenskyy, speaking from Kyiv, reaffirmed his position:


“Ukraine will never accept the carving of its sovereign land. Peace cannot be built on coercion.”

Meanwhile, Russian Foreign Minister Sergey Lavrov insisted that Russia had shown “goodwill” and that further escalation would be Ukraine’s responsibility.


Erdogan’s Mediation


President Erdoğan expressed guarded optimism and proposed hosting a three-way summit involving Zelenskyy, Putin, and former U.S. President Donald Trump, who has offered to mediate future talks if re-elected.


“This war must end. The region has bled enough. Türkiye is committed to peace,” Erdoğan said in a press briefing.


However, geopolitical analysts warn that without mutual compromise, these talks may become little more than symbolic diplomacy.
