“This is not free speech. This is organized chaos,” Trump said. “We are going to hold George Soros and his entire network accountable under RICO.”

The Racketeer Influenced and Corrupt Organizations Act (RICO) is typically used against organized crime groups, but Trump’s statement suggests his administration intends to apply it against Soros-linked organizations, alleging a pattern of activity meant to destabilize the U.S.

Soros and his Open Society Foundations have long been targets of conservative criticism, accused of influencing protests and progressive movements worldwide. His organization, however, has denied claims of paying or training demonstrators, saying its funding supports democracy, education, and human rights.
