The attack left five Hamas officials dead, along with a Qatari security officer, and killed at least one son of Hamas negotiator Khalil al-Hayya. A Violation of International Norms


Qatar immediately condemned the strike, calling it a violation of sovereignty and even “state terrorism.” International law experts are already warning that such an operation could amount to a breach of sovereignty, and possibly a war crime. Germany, among others, said the attack was “unacceptable.”
