It’s being sold as a way to modernize access to services, but critics say it looks more like surveillance than progress.
The World Bank hasn’t officially confirmed or denied the leak, but the timing is raising eyebrows. Countries across the globe are already experimenting with central bank digital currencies (CBDCs), and now this email suggests the next step could be a fully integrated system where your identity, money, and social behavior are scored and possibly used to control access to basic services.
If this is real, it’s not about helping the poor it’s about controlling everyone, one cybersecurity expert said.

With 2027 just around the corner, the clock may already be ticking on a future many didn’t vote for and never saw coming.
