According to whistleblowers close to the tech billionaire’s inner circle, Elon Musk is allegedly backing a secret initiative aimed at drafting a new “Digital Constitution” a radical framework designed to govern the internet, AI, and digital rights beyond national borders.
Codenamed Project Framework, the campaign is reportedly being developed by a group of technologists, legal scholars, and ethicists under NDA contracts at a private Tesla-affiliated research site in Texas. The leaked proposal outlines a “post-nation-state” vision of digital citizenship, protected data rights, and autonomous AI governance.
Musk has not publicly acknowledged the campaign, but insiders say the effort is already in its second phase, with prototypes for digital identity systems and “autonomous law nodes” already in testing.

“This is Musk’s attempt to rewrite the rules of the internet,” said a former Neuralink employee now working in policy circles. “He believes national laws are outdated and sees this as the future of freedom online, decentralized, and out of government hands.”
Critics argue the idea raises concerns about corporate power and digital sovereignty, warning that a constitution not created by democratically elected leaders could erode basic protections.
Online, the story has taken off under the hashtag #MuskConstitution, with both admiration and alarm pouring in. Musk, true to form, simply posted a cryptic tweet on Tuesday: “The future needs better rules.”
